unites the villages of Congaz, Cotovskoe, Ceoselia Mare, Cîietu, Frumuşica and Dimitrovo which are part of the Autonomous Territorial Union of Gagauzia and neighboring districts, thus being an example of interethnic cooperation at the local level.

According to Law No. 50/2021, aligned by Law No. 171/2025 to the standards of European Union legislation, the main tasks of LAGs are:
-Strengthening the capacities of local public authorities, entrepreneurs, civil society and the population in the LAG territory to develop and implement rural development projects;
-Elaboration of the local development strategy, according to the elements provided for in the law in art. 41 and its implementation, including the implementation of actions to animate local communities;
-Developing non-discriminatory and transparent selection procedures and criteria for rural development projects, which avoid conflicts of interest and ensure that no individual interest group controls selection decisions;
-Preparing and publishing calls for submission of rural development projects;
-Selecting projects, establishing the amount of support and submitting them to the Intervention and Payments Agency for Agriculture for financing from the National Fund for the Development of Agriculture and Rural Environment (hereinafter - FNDAMR);
-Monitoring indicators related to the objectives of the local development strategy;
-Evaluation and reporting of the implementation of the local development strategy to the central specialized body.
-In the process of implementing the local development strategy, LAGs are guided by the 7 principles of the LEADER Program, specified in art. 7 of Law no. 50/2021, namely:

a) territorial approach - representation by a LAG of a homogeneous rural territory, cohesive from a social, economic and natural point of view, consisting of at least three neighbouring first-level administrative-territorial units. The LEADER programme applies in territories with a population between 10,000 and 60,000 inhabitants represented by a LAG, according to statistical data on the number of the population with usual residence of the National Bureau of Statistics;
b) local partnerships - the creation of partnerships involving representatives of the public, entrepreneurial and civic sectors, in which none of these sectors has more than 49% of the voting rights at the decision-making level;
c) "bottom-up" approach - active participation of the local population in planning activities, making decisions and implementing local development strategies;
d) integrated and multisectoral actions - developing local development strategies that include integrated and multisectoral actions based on the interaction of local partners, for the purpose of balanced development of the territory;
e) networking - collaboration within regional, national and international networks by establishing links and implementing development projects for the LAG territory;
f) innovation—stimulating new approaches to rural development, including the transfer and modernization of traditional knowledge or finding new solutions to persistent rural problems that could not be solved satisfactorily and sustainably by applying other methods;
g) cooperation - carrying out joint projects with similar groups in the process of interterritorial and transnational cooperation.
The LEADER Program is financed from the FNDAMR, under the Regulation on the granting of advance subsidies for local development through the implementation of the LEADER Program, approved by Government Decision No. 277/2022, which establishes clear conditions and a transparent procedure for verification, examination, selection, approval and granting of subsidies, implementation and monitoring of subsidy measures:
Measure No. 1. Operation of local action groups;
Measure No. 2. Implementation of the local development strategy.
The annual allocations from the FNDAMR for financing local development projects through the implementation of the LEADER Program constitute at least 5% of its total value.
